MEET FELICIA

I was born and raised in Pasadena and, after leaving for college, graduate school, and work, I returned to the City I love and bought my home in District 2 in 2006. I have been a Pasadena Commissioner since 2007, served on several non-profit boards, and am the Neighborhood Watch Block Captain for Sinaloa Avenue.

 

In my current job I advise cities and counties on financing large projects like electricity/water systems, parks, streets/roads, and fire stations. I truly enjoy this work: solving problems that affect our everyday lives (like being able to flush the toilet!).

 

I have the education and professional experience to navigate the complexities of a City like Pasadena with a $500 million+ budget:

  • UCLA – Urban Planning M.A.

  • University of Michigan Ross School of Business – Finance M.B.A.

21 Years of Relevant Work Experience in Banking, Energy, and Government Finance  

  • 8 years in investment banking – I helped governments and corporations issue $20+ billion of debt

  • 7 years at Southern California Edison – strong understanding of the utility industry is important for the City Council’s oversight of Pasadena Water and Power

  • 6 years as city financing consultant – I understand city financial structures, laws, and best practices
